The Opportunity This is a 12-month, 100% Extension appointment as a State Specialized Extension Agent II-IV, with an administrative appointment of 60% as an Associate Program Leader. This position provides operational leadership for Florida 4‑H and is responsible for ensuring that statewide priorities are implemented consistently and effectively. This position manages the day‑to‑day operations of the Florida 4‑H State Headquarters, supervises headquarters staff, coordinates statewide processes, and provides statewide leadership for workforce development for youth and implementation of 4-H agent professional development. Working closely with the State 4‑H Program Leader, the Associate Program Leader focuses on operational leadership, implementation, coordination, organizational follow-through, and resolution of operational challenges across the statewide system. The position is in State 4-H Headquarters, located at East Campus in Gainesville, Florida. Position Summary The Associate Program Leader (APL) is a faculty role within UF/IFAS Extension providing statewide leadership in youth workforce readiness and operational leadership for Florida 4-H Youth Development. This is a 12-month, 100% Extension appointment as a State Specialized Extension Agent II–IV, with a 40% statewide Extension assignment focused on workforce readiness and youth development and a 60% administrative assignment as Associate Program Leader for Florida 4-H. The position is located at the Florida 4-H State Headquarters in Gainesville, Florida. The primary Extension assignment focuses on statewide leadership for youth workforce readiness, including development, implementation, evaluation, and expansion of experiential, workforce-aligned programming that prepares youth to be Beyond Ready. The Associate Program Leader works collaboratively with county faculty, Regional Specialized Agents, State Specialized Agents, and external partners to strengthen employability skills, technical skill development, career navigation, leadership development, and postsecondary preparation opportunities for youth across Florida. Key Responsibilities Associate Program Leader (60%) Headquarters Operations and Staff Supervision Support day-to-day operations of the Florida 4-H State Headquarters. Supervise headquarters staff, including oversight of work responsibilities, priorities, timelines, and follow through. Ensure headquarters operations, communications, and administrative workflows effectively support statewide 4-H efforts and county faculty. Coordinate administrative and operational support for statewide initiatives. Support statewide hiring efforts while recognizing that final hiring decisions and staffing priorities are made by the State 4-H Program Leader. Statewide Workforce Readiness and Career Pathways Leadership (40%) Workforce Readiness Program Leadership Co-lead statewide workforce readiness efforts for Florida 4-H (Priority Work Group 3). Lead development and implementation of experiential, workforce-aligned youth programming that strengthens employability skills, leadership development, career readiness, and postsecondary preparation. Job Description: Position Summary The Maintenance Generalist I provides essential maintenance support to the UF/IFAS Mid-Florida Research & Education Center by performing a variety of routine maintenance, repair, and groundskeeping duties to ensure facilities, greenhouses, and research spaces remain safe, functional, and well-maintained. This position supports the Center's research and extension mission by maintaining buildings, equipment, and greenhouse infrastructure while responding to routine maintenance needs. Responsibilities Perform routine maintenance and minor repairs to buildings, facilities, and equipment, including basic plumbing, electrical, carpentry, and painting tasks within the scope of the position. Conduct preventative maintenance on facility systems and equipment, including replacing HVAC filters, inspecting building components, lubricating equipment, and reporting deficiencies requiring specialized repairs. Perform routine inspections of buildings, greenhouses, and surrounding facilities to identify maintenance needs, safety concerns, or operational issues. Assist with greenhouse maintenance by performing preventative maintenance on cooling pads, exhaust fans, vents, irrigation components, shade systems, and environmental control equipment to help maintain proper operating conditions. Support the maintenance and repair of research infrastructure, including benches, workspaces, irrigation systems, fencing, walkways, and other facility assets. Operate and maintain hand tools, power tools, and light maintenance equipment in a safe and effective manner. Perform routine groundskeeping activities, including mowing, trimming, edging, pressure washing, debris removal, and maintaining clean, safe, and accessible work areas around buildings and greenhouses. Respond to maintenance work orders in a timely manner and communicate identified repair needs or safety concerns to supervisors. Maintain maintenance records, complete assigned work orders, and document completed preventative maintenance activities. Follow University of Florida safety policies and procedures, utilize appropriate personal protective equipment (PPE), and maintain a safe work environment. JOB SUMMARY: NORC seeks a Director of the NORC Health Data Lab (HDL), to provide leadership for the organization’s use of health care administrative data, large-scale linked data assets, and advanced analysis. The Director will set strategic vision and analytic standards, and establish practices that support high-quality, compliant, and innovative analytic work across NORC’s health care evaluation and implementation portfolio. While housed in the Health Care Evaluation research department, the Director will play a role in projects involving use of health care administrative data across the organization, collaborating closely with departments responsible for program implementation and with statisticians and methodologists from NORC’s Research Science division. The Program Area Director will lead the Health Data Lab to support analytic excellence, workforce development and business development for projects using Medicare, Medicaid, commercial claims, encounter data, and other administrative data for health projects. This role offers the opportunity to shape how one of the nation’s leading research organizations uses health care data to support high-impact federal programs. This includes leading innovation projects, mentoring staff, and positioning NORC for continued leadership in data-intensive evaluation and implementation work. DEPARTMENT: Health Care Evaluation Research NORC’s Health Care Evaluation Research (HCE) department conducts large-scale evaluations, advanced analytics, and implementation support for Medicare, Medicaid, and other federal and state health programs. HCE is a national leader in evaluating CMS Innovation Center models, state Medicaid demonstrations, and payment and delivery system reforms. The department integrates health economics, policy analysis, advanced quantitative analytics, and mixed methods to support program design, ongoing monitoring, and formal evaluation for high-impact public-sector clients. RESPONSIBILITIES: Provide strategic leadership to guide NORC’s approach to using health care administrative data, including claims, enrollment, encounter, provider, and linked datasets used in federal and state health programs. Lead the NORC Health Data Lab as an internal center of excellence supporting analytic standards, best practices, workforce development, and proposal and business development enablement. Establish and maintain standards for health care data ingestion, processing, documentation, quality assurance, reproducibility, and analytic workflows across multiple projects. Provide senior technical leadership to CMS implementation and evaluation projects, including design and oversight of data management approaches, feasibility assessments, and alignment with platform-specific constraints. Lead and mentor teams responsible for health care administrative data management and analytics on large, multi-year federal contracts. Oversee development and maintenance of shared analytic resources, including code libraries, analytic templates, reference databases, data dictionaries, and internal technical guidance. Collaborate with IT, security, and data governance partners to ensure compliant and efficient use of restricted data environments and secure cloud-based analytic platforms. Collaborate with experts across NORC to co-design and oversee training programs, guidance materials, and communities of practice to support analysts, data scientists, and researchers working with health care administrative data. Play a senior role in business development, including capture strategy, proposal design, technical narratives, staffing models, and participation in data calls and client discussions. Partner with Communications and Business Development teams to strengthen NORC’s external positioning related to health care data, analytics, and innovation. Serve as an advisor to organizational leadership on emerging data, cloud, and AI-enabled capabilities as they relate to health data while maintaining appropriate governance and compliance. REQUIRED SKILLS: Doctorate or Master’s degree in health services research, economics, public policy, or a related field required. At least 12 years of progressive experience working with health care administrative data, including senior technical or program leadership responsibility. Demonstrated experience leading data management and analytic infrastructure for CMS or CMS-sponsored implementation and/or evaluation work. Proven ability to lead, mentor, and influence multidisciplinary technical teams in complex, matrixed organizational environments. Strong written and verbal communication skills, including the ability to translate complex concepts for executives, clients, and non-technical audiences. Experience applying large language models (LLMs) or other AI-enabled tools to support coding, documentation, or data management tasks, paired with sound judgment related to validation, governance, and appropriate use in federal research settings.
