Position Function:
The Assistant Property Officer supports financial activities, report preparation, property management, policy development, and vehicle fleet data collection. They also assist with asset reports, audits, compliance tasks, and assumes managerial duties when needed.
Salary Grade: 15

Essential Duties and Responsibilities:
1. Assist with daily financial activities, including budget preparation, accounting, purchasing, and business planning. Ensure compliance with university policies and state/federal regulations.
2. Coordinate the preparation of reports, special analyses, and information reports for management. Present recommendations for changes and improvements in monetary control and budget adherence.
3. Assist with the acquisition and disposal of property, ensuring timely and accurate reporting to various internal and external authorities.
4. Participate in the development, implementation, and maintenance of policies, objectives, and short- and long-term planning. Develop and implement projects and programs to achieve departmental goals.
5. Coordinate internal financial reporting systems, financial controls, and management information systems in alignment with the university's automated financial reporting systems.
6. Aid in developing and maintaining instructional resource materials and disseminate them to university staff.
7. Maintain the department website to provide instructional and informative resources, procedure manuals, and timely news to the university community and visitors.
8. Collect accurate, up-to-date fuel, mileage, and maintenance data for the vehicle fleet. Provide required monthly reports to IHL, including information on acquisitions, disposals, fuel, mileage, and operating costs.
9. Coordinate and assist the Director and the Property, Receiving and Mail Services Manager with sponsored award asset reports, audits, and compliance tasks.
10. Assumes managerial duties in the absence of the Property, Receiving and Mail Services Manager.
11. Perform other duties as assigned.
Minimum Qualifications:
Minimum Required Education and Experience:
1. Bachelor’s degree in business, management, accounting, or a related field
2. 4 years’ experience in a related field
3. Excellent interpersonal, oral, written communication skills.
Preferred Qualifications:
Preferred Qualifications:
Master's degree in a related field and or relevant certifications in asset management or fleet management, such as those from the National Property Management Association (CFFS, CPPS, CPPA, or CPPM), are highly desirable.

1. Financial Management: Proficiency in budget preparation, accounting, and financial reporting.
2. Analytical Skills: Ability to prepare reports, conduct special analyses, and present recommendations.
3. Property Management: Experience in property acquisition, disposal, and compliance reporting.
4. Technical Proficiency: Familiarity with financial reporting systems and management information systems.
5. Communication Skills: Effective in developing instructional materials, presenting instructional materials and maintaining the department website.
Working Conditions and Physical Effort
• No unusual physical requirements. Requires no heavy lifting, and nearly all work is performed in a comfortable indoor facility.
• Externally imposed deadlines; set and revised beyond one’s control; interruptions influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few days; meeting of deadlines and coordination of unrelated activities are key to position; may involve conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
• Job frequently requires sitting, talking, hearing, handling objects with hands.
• Job occasionally requires standing, walking, and lifting up to 25 pounds.
• Vision requirements: Ability to see information in print and/or electronically.
