Job Description:

Position Function:

This position will report directly to the Principal Investigator and will be responsible for overseeing and managing AIM for CHangE, a Centers for Disease Control and Prevention High Obesity Program. This person oversees the development and submission of both state and county work plans and budgets. This role includes oversight of program development for nutrition, physical activity, and early care and education goals and objectives. The position is responsible for fiscal administration including budget development and management. Ensuring all state and federal program evaluations and other reporting requirements are submitted in a timely and accurate manner. Working with state staff to develop and conduct trainings for county staff and partners as needed will be part of the responsibilities of the program manager.

This position is a 100% Extension assignment and a limited-term position. Continuous employment will be based on the availability of funding, which has occurred continuously since 2018.

Salary Grade: 15

Department Profile:

The Department of BNHP at MSU offers an undergraduate degree with concentrations in nutrition and food science. A Bachelor of Science in Interdisciplinary Studies with emphasis area in Health Promotion is offered in cooperation with the Center for Distance Education and the College of Arts and Sciences; the Master of Science degree in the three concentrations of Nutrition, Food Science, and Health Promotion; and the Doctor of Philosophy degree in Nutrition, Food Science, and Functional Foods. Both the department and MSU focus strongly on preparing graduates to excel in their chosen professions.

Essential Duties and Responsibilities:

1. Manage and oversee the programmatic operations of MSU Extension Service’s public
health-related projects, ensuring compliance with university, state, and federal policies and
regulations; develop and implement policies and procedures to ensure efficient operation
of the program/project, including policies, procedures, and principles related to
programmatic delivery and implementation and data/ evaluation integrity.
2. Administer MSU Extension Service public health-related project’s interaction with MSU
Extension and Department of Biochemistry, Nutrition, and Health Promotion’s business
team, MSU Extension Agents, the Regional Extension Coordinator's, Department Heads,
campus faculty and county-based faculty and staff.
3. Develop, direct, and implement strategies to strengthen and support the MSU Extension
Service health sciences team’s mission; liaison with the business staff, and MSU Extension
and BNHP administration to ensure all programs are run in compliance with university,
state and federal regulations.
4. Design and develop or assist with the design and development of programs or projects
dealing with the MSU Extension Service health sciences project 's administrative
operations and ancillary personnel administratively based in the regional offices; develop
and implement systems and processes for the health sciences team; establish and
maintain records including but not limited to data integrity, data collection and data
analysis; oversee and/or coordinate the collection, compilation, and analysis of program
activity data; develop, write, and present comprehensive statistical and narrative program
reports; prepare data for submission into national data reporting systems; utilization and
management of internal data reporting systems; software development as needed for
increased data management and reporting.
5. Collaborate with the faculty/ specialist leadership and the business coordinator to ensure that expenditures are consistent with the goals of the project and reported accordingly.
6. Other duties as assigned.
7. Must have valid driver's license.

Minimum Qualifications:

Education: Bachelor of Science degree in Business, Accounting, Management, Human Resources, Public Policy, Public Health, Health Promotion, Nutrition or related field.

Experience: Three (3) years of related experience as described above.

Licensure: Valid driver’s license.

Substitutions: An equivalent combination of related education and related experience may be considered for this position.

Preferred Qualifications:

1. Earned master’s degree from an accredited institution is required at the time employment begins in Business, Accounting, Management, Human Resources, Public Policy, Public Health, Health Promotion, Nutrition or related field.
2. The successful candidate must have excellent organizational, interpersonal, and written communication skills and be an effective problem solver, work with limited supervision, and manage multiple projects.
3. The successful candidate must meet eligibility requirements to work in the United States at the time the appointment is scheduled to begin and continue working legally for the proposed term of employment.
4. Demonstrated experience in development, delivery, and evaluation of policy, system, and environmental change strategies.
5. Experience working in Mississippi Delta counties with local coalitions and community stakeholders.
6. Experience in working with limited-resource, rural, and underserved populations.

Knowledge, Skills, and Abilities:

* Strong communication skills, both orally and written; interpersonal skills to interact with all levels at the University community.
* Knowledge of databases and their applications in a university environment. Knowledge of SQL and software development. Strong critical thinking and problem-solving skills.
* Ability to speak and present to the public.

* Abilty to solve problems.
* Ability to work independently or in small-group setting.

Working Conditions and Physical Effort

1. Some driving and travel required to implementation sites across Mississippi.
2. No unusual physical requirements.
3. Frequent external imposed deadlines; set and revised beyond one’s control; interruptions
influence priorities; difficult to anticipate nature or volume of work with certainty beyond a few
days; meeting of deadlines and coordination of unrelated activities are key to position.
4. Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with
hands.
