Job Description:

Position Function:

Manager of Network Services is a position under administrative supervision of the Director of Information Technology Infrastructure. The Network Services unit within Information Technology Infrastructure is responsible for configuration, installation, management, monitoring, maintenance, and support of all data network electronics that serve the MSU campus network, as well as all core network services such as DNS and DHCP. This includes all routers, switches, firewalls, wireless access points, and other such equipment. This unit is further charged with monitoring and supporting all data network links, both on‐campus and off‐campus, and with monitoring the security and integrity of the campus data network. Management and coordination of large‐scale networking projects involving the aforementioned environment is also required.

Specific responsibilities of the Manager of Network Services include supervision of Network Services personnel as well as active participation in the activities and functions of the unit. The manager will be expected to actively work with other Network Services personnel to fulfill the mission of the unit and the division. Additionally, the Manager will work closely with the Director of Information Technology Infrastructure and other managers within the division to plan, implement, maintain and support the information technology infrastructure of the University.

Essential Duties and Responsibilities:

1. Plan, supervise and manage the activities and personnel of the Network Services unit.
2. Work closely with the Director of Information Technology Infrastructure to provide strategic planning for the direction of data network infrastructure technologies at MSU.
3. Work closely with CSpire and other service providers and vendors to ensure smooth operation of the data network environment of the university.
4. Monitor the operation and performance of the campus data network in order to make recommendations relative to future upgrades and enhancements.
5. Facilitate the purchase of network equipment and maintenance contracts.
6. Evaluate, test, and recommend new network electronics and supporting technologies.
7. Stay abreast of evolving network infrastructure technologies, particularly data network standards and security issues.
8. Manage and coordinate complex, large‐scale hardware and software installation and upgrade projects as required.
9. Monitor and coordinate all customer requests for installation/support of systems and environments within the unit's areas of responsibilities.
10. Perform annual performance appraisals of Network Services personnel.
11. Work alongside other Network Services personnel to fulfill the mission of the unit and Information Technology Infrastructure.
12. Provide technical support and guidance to the other divisions within Information Technology Services and to the MSU community at large.
13. Continually evaluate the mission, practices and procedures of the Network Services unit to ensure that it provides the highest level of support to the University.
14. Work closely with the Director of Information Technology Infrastructure and other managers within the division to plan, implement and support the information technology infrastructure of the University.
15. Perform other duties as assigned.

Supervisory Responsibility:
This position supervises all employees within Network Services.

Minimum Qualifications:

Bachelor's degree in Computer Science or related field.

Minimum of seven years’ experience with management and support of an enterprise data network environment.

Preferred Qualifications:

• Cisco CCNA, CCNP, CCSP, and CCIE Certification.
• Advanced Degrees.
• Experience with large Cisco network deployments.
• Experience with large Cisco wireless deployments.
• Programming experience in C, C++, shell scripts, Python, or PHP.
• Experience managing technical staff.

Knowledge, Skills, and Abilities:

1. Demonstrated proficiency with protocol analysis tools, such as Wireshark.
2. Strong understanding of SSL and modern security practices.
3. Demonstrated ability managing projects in a medium to large IT environment.
4. Well-developed interpersonal communication skills.
5. Strong written and verbal communications skills.
6. Strong team building and collaboration skills.
7. Ability to plan and organize.
8. Personal initiative.

Working Conditions and Physical Effort

1. No unusual physical requirements.
2. Requires limited lifting of files and records and nearly all work is performed in a comfortable indoor facility.
3. May involve occasional after-hours work beginning at 10:00PM until early AM hours.
4. Frequent external imposed deadlines which will influence priorities.
5. Meeting of deadlines and coordination of unrelated activities are key to this position.
6. Involves conflict-resolution or similar interactions involving emotional issues or stress on a regular basis.
7. Job frequently requires walking, sitting, reaching, talking, hearing, handling objects with hands.
