JOB SUMMARY:
NORC at the University of Chicago seeks a Senior Research Scientist to support and lead state health policy evaluation, health services research, and applied health economics projects for state and federal government clients.
The successful candidate will bring experience conducting program evaluations, quantitative policy analyses, or health services research using Medicaid data, state administrative data, survey data, and other health-related data sources. They will contribute to evaluations of state health policy initiatives, including Medicaid programs, behavioral health initiatives, payment reforms, delivery system transformations, rural health programs, and other public-sector health programs.
The ideal candidate combines strong technical skills with the ability to work independently, manage project responsibilities, communicate effectively with clients, contribute to proposal development, and translate analytic findings into clear policy-relevant insights. We are seeking a proactive researcher who is comfortable taking ownership of projects and proposals, working in fast-paced environments, and helping grow NORC's portfolio of state health policy evaluation work.
This position resides within NORC's Applied Health Care Economics Program Area in the Health Care Evaluation Research Department (see program area and department descriptions below). This position is intended to be filled at the Senior Research Scientist level. Candidates with substantial experience leading complex evaluations, managing client relationships, and directing proposal efforts may be considered for appointment at the Principal Research Scientist level.
Location: This is a hybrid role based in either our Chicago Loop or Washington, DC office, with a minimum of six days per month in the office. Remote work status may be considered for outstanding candidates.

DEPARTMENT: Health Care Evaluation Research
NORC's Health Care Evaluation Research Department conducts rigorous evaluations, implementation studies, health services research, and policy analyses for federal agencies, state governments, foundations, health systems, and other health care stakeholders.
Applied Health Care Economics Program Area The Applied Health Care Economics Program Area leads research and evaluation activities that examine how health care programs, payment models, financing mechanisms, and policy interventions affect patients, providers, payers, and health systems. Core areas of work include Medicaid and Medicare policy, payment and delivery system reform, managed care, behavioral health, long-term services and supports, health equity, and evaluation of large-scale public programs and demonstrations.
RESPONSIBILITIES:
Research and Technical Leadership
Lead evaluations of state and federal health policy initiatives, payment reforms, delivery system transformation efforts, rural health initiatives, and other public-sector health programs.
Design and implement rigorous evaluation strategies and analytic approaches.
Lead analyses using Medicaid administrative data including T-MSIS, TAF, and state Medicaid claims and encounter data.
Lead development of specifications for analytic files, attribution methodologies, quality measures, risk adjustment approaches, utilization measures, spending analyses, and evaluation metrics.
Translate complex policy and programmatic questions into rigorous evaluation strategies and actionable findings for policymakers and other stakeholders.
Project Leadership
Lead major project tasks and workstreams.
Manage project schedules, budgets, deliverables, and client communications.
Present findings to clients and stakeholders.
Coordinate multidisciplinary project teams and ensure timely delivery of high-quality products.
Identify and address project challenges, competing priorities, and operational risks while maintaining strong client relationships and project performance.
Staff Development and Mentorship
Mentor and support the development of research scientists, analysts, economists, and data scientists.
Contribute to recruitment, training, and professional development activities.
Help foster a collaborative, solutions-oriented culture that emphasizes quality, accountability, professional growth, and client service.
Business Development and Portfolio Growth
Lead and contribute to proposal development activities, including technical approach development, staffing plans, budget development, proposal writing, and coordination of multidisciplinary proposal teams.
Support client engagement and relationship-building activities with state agencies, federal agencies, foundations, and other health policy stakeholders.
Contribute to growth of NORC's state health policy evaluation portfolio.
Identify emerging evaluation opportunities and help position NORC for future work through technical expertise, client engagement, and thought leadership.
REQUIRED SKILLS:
PhD preferred in Economics, Health Services Research, Public Policy, Health Care Management, or a related field. Master's degree in a relevant quantitative discipline may be considered with substantial additional relevant experience.
Nine (9) or more years of progressively responsible experience conducting health services research, health economics research, quantitative policy analysis, or program evaluation following completion of a doctoral degree, or an equivalent combination of education and experience consistent with NORC's Senior Research Scientist level.
Demonstrated expertise using Medicaid administrative data, including T-MSIS, state Medicaid claims and encounter data, or similar state health data sources.
Experience leading quantitative analyses and evaluations of health care policies, public programs, payment models, delivery system reforms, or state health initiatives.
Experience working directly with government clients and partners.
Demonstrated ability to work independently, exercise sound judgment, manage competing priorities, and drive projects and proposals to successful completion in an applied research or consulting environment.
Experience leading project tasks or workstreams and supervising, mentoring, or developing quantitative researchers.

PREFERRED QUALIFICATIONS
Experience evaluating Medicaid demonstrations, Section 1115 waivers, managed care programs, payment reforms, delivery system reforms, behavioral health initiatives, or other state health policy programs.
Experience serving as a Project Director, Task Lead, or Technical Lead on federal or state contracts.
Experience developing successful proposals and supporting growth of a health policy research or evaluation portfolio.
Experience working with Medicaid data from multiple states and/or supporting state Medicaid agencies or health departments.
Experience using SAS, R, Stata, SQL, Python, or similar analytical software.
CAREER LEVEL This position is expected to be filled at the Senior Research Scientist level. Exceptional candidates whose qualifications, experience, technical leadership, and professional reputation align with NORC's expectations for a Principal Research Scientist may be considered for appointment at that level.

SALARY AND BENEFITS:
The pay range for this position is $136,000 to $195,000.

Clinical Case Manager II
Job Description:
As a Clinical Case Manager II, you will work under the supervision of the Medical Directors of the NAVIGATE Program at the UF Health Springhill Clinics. This position is one of a team of NAVIGATE Program professionals providing clinical interventions focused on coordinated specialty care for patients experiencing first episode of non-affective psychosis. Clinical duties including triaging with patients and their families using specialized training from the NAVIGATE program. Regular NAVIGATE team meetings are an important part of the clinical duties of this position. This position will conduct clinical interviews to identify vocation and educational goals of patients within the program and provide ongoing developmental surveillance of NAVIGATE patients and families support needs as a Supported Employment and Education Specialist (SEES).
Case Management and Clinical Support Services – Provide comprehensive case management and clinical support for NAVIGATE patients and families. Documents NAVIGATE team evaluations and treatment plans, working collaboratively with the NAVIGATE team to develop and implement approved treatment plans using professional judgement and discretion Coordinates direct patient therapy sessions, including individual resiliency and family education sessions, and provides services when clinical coordinators are unavailable. Ensures NAVIGATE data elements are captured in real time across all cases. Supports patients in achieving education and employment goals by providing counseling, identifying resources, and assisting with tasks such as resumes and other return‑to‑work or school activities. Participates in weekly team meetings to provide updates on patient progress, needs, and challenges, and collaborates with peer support specialists to advocate for patient needs.
Program Support – Work closely with both NAVIGATE program leadership and team members to support patient care and program operations. Assists with scheduling, adding patients according to program protocols, facilitating patient outreach, and ensuring accurate follow‑up documentation as required by the funding agency. Helps patients access housing, transportation, and other community resources. Compiles patient lists for weekly case conferences, advocates for patient and caregiver needs, and ensures timely follow‑up. Participates in program networking events, identifies opportunities to strengthen partnerships, and develops relationships with schools and community organizations to enhance patient support.
Community Outreach - Provides consultation, education, and support to individuals and families diagnosed with first‑episode non‑affective psychosis (FEP). Collaborates with schools, agencies, and community partners to increase awareness and acceptance of individuals experiencing FEP. Engages community resources to connect families with needed services. Writes consultation notes, completes required reports, and maintains all documentation in a timely manner. Develops educational materials for community members, educators, and families. Collaborates with agencies across the State of Florida to remain current on clinical developments and ensure consistent delivery of NAVIGATE services.
Program Reporting – Track, compile and develop protocols to provide reporting needs for the NAVIGATE program’s funding agency. Document and track consultations and crisis management activities for the reporting agency.
Minimum Qualifications:
Master’s degree in an appropriate area of specialization and two years of experience; or a bachelor’s degree in an appropriate area of specialization and five years of appropriate experience.
Preferred Qualifications:
Experience with schizophrenia and first episode psychosis
Experience with behavioral assessments and providing interventional therapy
One year of clinical consulting experience in helping individuals in psychiatric care programs
Experience serving individuals enrolled in SSI, Medicaid, and Medicare programs, along with a working
knowledge of community-based services, social support systems, and resource referrals.
Experience working with older youth and young adults, including the ability to build rapport, support
transition planning, and connect individuals to relevant educational, vocational, and community services.

Job Description:
Assistant, Associate, Full Professor at the University of Florida. The Department of Medicine is seeking applications for a full-time faculty clinical investigator clinician-research track position for the Division of Hematology/Oncology at the Assistant/Associate/Full Professor level. This position seeks an ABIM certified (or eligible) hematologist-oncologist with experience in hematologic malignancies and blood and marrow transplantation and an active interest in the development and conduct of clinical trials. This individual will have a primarily clinical assignment, but will also be expected to develop, conduct and participate in clinical trials and other collaborative research involving patients with hematologic malignancies, blood and marrow transplantation, and cellular immunotherapy. Our Hematologic Malignancy/BMT/Cell Therapy group is a charter Core Center of the Blood and Marrow Transplant Clinical Trials Network for 20 years, has been FACT-accredited since 2000, is one of 12 centers in the LLS Beat AML consortium, and has had consistent growth in patient volumes, while achieving superior outcomes. Our group conducts a number of investigator-initiated clinical trials and first in human trials of BMT with dendritic cell vaccines manufactured in our Cancer Institute GMP facility.
The successful candidate will ideally have the training and some experience in developing investigator-initiated clinical trials and interacting with laboratory scientists for translational research. In this role, you will provide leadership and oversight of our clinical research mission, encompassing regulatory compliance, study operations, and administrative management to ensure all activities are conducted in accordance with the Federal regulations and University and Department policies. Collaborating closely with the Vice Chair of Research, Department Administration, and Principal Investigators, you will support the full lifecycle of clinical studies, from proposal development through study initiation, execution, and closeout. This role supervises an excellence-driven team of research admin and clinical staff to drive operational efficiency and program growth across an expansive portfolio of funded grants and clinical trials.

Key Responsibilities:
Regulatory Compliance and IRB Oversight
Direct research compliance and regulatory oversight in collaboration with Principal Investigators, research coordinators, associates, support staff, the department, the Institutional Review Board, and Research Administration and Compliance.
Develop training materials, maintain the department's standard operating procedures for research, and ensure all study personnel meet mandatory Federal and IRB training requirements.
Oversee IRB and WIRB submissions, continuing reviews, and serious adverse event reporting, and attend IRB meetings for department protocols.
Ensure proper organization of regulatory binders and study files, and coordinate internal audits as needed.
Research Operations and Staff Leadership
Plan and direct research operations, including staffing and resource projections, monthly reconciliation, and enrollment tracking across the study portfolio.
Collaborate with departmental administrative staff to communicate anticipated PI effort changes tied to new study proposals, award initiations, and award closeouts.
Supervise research coordinators, clinical research nurses, OPS Research Associates, an OPS Research Data Analyst, and the Medical Student Research Program (MSRP), including hiring, scheduling, and performance evaluation.
Supervise clinical coordinators and nurses in the day-to-day conduct of research, including informed consent, subject eligibility screening, data collection, and study documentation.
Proposal Development, Budget, and Scientific Collaboration
Assist PIs in developing feasible study proposals, including specific aims, feasibility assessments, and collaboration with a biostatistician on sample size and power analysis.
Support PIs with budget preparation, staff effort estimates, and sponsor contract compliance.
Facilitate scientific and compliance reporting, including study registration at ClinicalTrials.gov, and oversee accurate, timely project closeout and secure retention of study records.
Support PIs with data analysis, abstract preparation, and manuscript development for conference and publication submissions.

Salary Range is $87,000 - $95,000 and is commensurate with education and experience.
